Nilo Wellington Hovey nasceu em Iowa em 22 de setembro de 1906, filho de Leroy Dana e Lois Graham Hovey. Criado em Cedar Falls, Iowa, Hovey participou da Banda Municipal de Cedar Falls, inicialmente no saxofone, mas eventualmente na maioria dos instrumentos de palheta, e frequentou o Iowa State Teacher's College (hoje a University of Northern Iowa).
Durante o mandato de Hovey como Diretor de Música Instrumental nas escolas públicas de Hammond, Indiana (1926–44), ele escreveu seu primeiro livro instrucional, um livro de métodos para clarinete intitulado Rubank Elementary Method: Clarinet.
Entre as bandas que ele dirigiu em Hammond estavam a banda da Hammond Technical High School e a banda da George Rogers Clark High School, ambas as quais receberam elogios sob sua direção.
Em 1944, o Sr. Hovey começou a posição como diretor da Banda de Concerto e Presidente do departamento de Educação Musical no Arthur Jordan College of Music na Butler University em Indianápolis, Indiana.
O Sr. Hovey começou a trabalhar para a Selmer Company em 1957 como diretor de educação em Elkhart, Indiana, e permaneceu lá por 18 anos, onde recebeu muitos prêmios e elogios.
Hovey serviu como presidente do Music Industry Council de 1962 a 1964, bem como presidente da American Bandmaster's Association de 1970 a 1971.
Também foi membro da Phi Mu Alpha Sinfonia e membro honorário da Kappa Kappa Psi, Phi Beta Mu e da Canadian Bandmasters Association.
Antes de sua morte, Hovey continuou a dirigir inúmeras bandas e conjuntos e escreveu ou editou muitos livros e métodos de instrução musical que ainda estão em uso hoje.
Hovey também foi introduzido no Hall da Fama de Maestros de Bandas Distintos da National Band Association pouco antes de sua morte em março de 1986.
Vida pessoal
Hovey se casou com Ruth Emily Sinden de Maquoketa, Iowa, em dezembro de 1927, que conheceu enquanto era estudante no Iowa State Teachers College.
Após a morte desta em 1978, Hovey se casou com Helen Gowdy em 1979. Hovey teve duas filhas do primeiro casamento.
